Elizabeth City’s Tunnel and Pipeline Repairs

The city of Elizabeth is in the process of rehabilitating a century old brick tunnel.  The residents have been dealing with sinkholes in the last several months.  The sewer pipelines are also at risk due to where they are located within the tunnel.  These repairs are being considered as emergency issues due to the unstable condition of the tunnel, as well as the prevalence of sinkholes along the existing sewer line. The tunnel built in 1914 surrounds a 12-inch clay sewer pipe that connects more than 90 percent of the city to the wastewater treatment facility. The concern of making the necessary changes to the pipeline in a timely fashion is mainly to avoid a blocked pipe that would cause sewer overflow in the tunnel creating an underground pool.  The expected cost to prevent a likelihood of damages are approximately $1.2 -2.4 million.  The City is now leaning toward abandoning the pipeline and installing lift stations as a means to correct the problem.  Village officials plan to host a special meeting this month to discuss various options going forward, including, the potentiality of increasing the local sales tax by 1.5 percent to fund emergency repairs.
